New Delhi: Recently divulged draft of Higher Education Commission of India (HECI) bill to replace higher education regulator University Grants Commission (UGC) with a Higher Education Commission would focus exclusively on academic affairs and financial grants would be under the purview of MHRD. The proposed HECI to be set up through an act will not have the authority of sanctioning funds. It will focus on quality education at Universities and colleges. At present University grants commission is assigned with the responsibilities of maintaining, monitoring and improving the standards of teaching and research in higher educational institutions and also with the authority of sanctioning funds since 1956. CERT strongly opposes the draft Bill on Higher Education Commission of India (Repeal of University Grants Commission Act) Act 2018.
